Director, Policy and Research (AFGM 2)
Job Description
Duties and Responsibilities
- Overseeing formulation, review and implementation of policies, strategies, standards, guidelines, procedures and programmes on planning, strategy and coordinating compilation, analysis and interpretation of statistical data; Spearheading identification, undertaking and implementation of relevant research projects at all functional areas of the board;
- Coordinating research on existing programmes and identifying emerging issues for board’s services;
- Coordinating dissemination of research findings and follow up on their implementation;
- Coordinating formulation of standard operational procedures for the board;
- Promoting capturing of knowledge in an external repository and organize it according to classification framework or taxonomy and use technologies that
- provide a means to capture knowledge and store it online;
- Maintaining the board’s research tools and document management systems for classification of stored knowledge and identification of similarities among separate information sources;
- Facilitating automation of knowledge through technologies and document on management systems;
- Leading in the translation of national policy goals and programmes for the Anti FGM board;
- Coordinating of preparation of concept papers and proposals for policy and strategy development;
- Providing guidance in the preparation of the board’s annual work plans;
- Coordinating formulation of policy and strategy activities;
- Spearheading the production of the board’s annual statutory report;
- Developing a monitoring and evaluation framework for the board;
- Ensuring the maintenance of database of information on the board’s projects and programmes; and
- Coordinating preparation of progress reports of the division.
Requirements for Appointment
- Fifteen (15) years cumulative experience, four (4) of which should have been at Deputy Director, Programmes or a comparable position in a reputable organization;
- Bachelor’s degree in any of the following disciplines: Sociology; Anthropology, Education; Gender Studies, Economics, Statistics, Mathematics, Public Policy, Strategic Management or any other equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: Sociology, Anthropology, Education; Gender Studies, Economics, Statistics, Mathematics, Public Policy, Strategic Management or any other equivalent qualification from a recognized institution;
- Leadership Course lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer applications;
- Demonstrated outstanding professional competence as reflected in work performance.
