Grants Manager at Pathfinder International

Pathfinder International is seeking an experienced Grants Manager for the anticipated USAID-funded Accelerating ChoiCe, Equity, and Sustainability for Services (ACCESS) project. The purpose of this project is to improve sexual and reproductive health (SRH) and related health outcomes among adolescents and youth and other underrepresented and underserved populations by advancing excellence, innovation, and best practices in service delivery.

The Grants Manager is responsible for disbursing and continuously monitoring grants mechanisms for the Program. They will ensure that the grants mechanisms operate smoothly and according to USG grants under assistance regulations. Operating with the principles of locally led development at the forefront, they will also support capacity strengthening of grantees as it relates to grants management.  

Key Responsibilities:

Grants Management: 

  •  Uses Pathfinder forms, manuals, templates, materials, procedures, guidelines and resources in formulating, negotiation, executing, monitoring, and closing grants according to USAID financial regulations.    
  •  Provides feedback/inputs on grants management procedures to ensure they are designed so that NGOs and CBOs are able to manage their grants efficiently and transparently in compliance with USAID financial regulations. Assist technical staff in refining objectives, deliverables, and scopes of work for grantees.
  • Documents the process by which local entities are selected for awards and notify applicants and other stakeholders of awards granted. 
  • Conducts pre-award assessment of selected NGOs & CBOs to determine financial viability and level of risk. 
  • Administers the grants according to criteria and financial guidelines set forth by USAID.  
  • Monitors individual budget line expenditures, assuring that each grantee remains within allowable and contracted levels, or requests authorization to exceed them. 
  • Prepares amendments based on needs identified by the recipient and agreed to by USAID.
  • Monitors procurement and inventory management required by the sub-awards to ensure compliance with USAID regulations.
  • Tracks submission of annual implementation, procurement, and financial plans from the grantees.
  • Assists grantees with the development of work plans, monitoring progress, tracking expenses, preparing reports, and facilitating grantees’ financial compliance with the terms of their agreements.   
  • Prepares routine progress reports to USAID, including compilation of the Program data.
  • Provides information exchange among the grant recipients.
  • Schedules audits using a bid process and in accordance with USAID regulations.
  • Works closely with the Project Director and FP/RH Technical Director on capacity strengthening of grantees on grants management and administration.
  • Works closely with project leadership to develop innovative granting mechanisms in alignment with principles of inclusion and locally led development.
  • Reviews financial reports of sub-recipients and provide feedback.

Required Education and Work Experience:

  • Bachelor’s degree in business administration, public health, management, or a related field.
  • A minimum of 8 years of experience working in finance/grants management in the development sector, with proven experience of grants management under USAID funded programs.
  • Demonstrated experience and skill with budget preparation and analyses, financial reporting, and proven ability to translate technical financial data into informative reports.
  • Extensive knowledge of USAID rules and regulations
  • Excellent analytical skills and ability to work with complex financial information. 
  • Strong communication (written and spoken) and interpersonal skills and ability to work cooperatively with others, including donors, INGOs, and local organizations.
  • Fluency in verbal and written English

Preferred Competence and Work Experience:

  • Significant experience in grants management and financial and operational systems is essential.
  • Strong interest and commitment to public health issues.
  • Substantial experience working with USAID-supported projects and knowledge of USAID financial regulations and procedures is strongly preferred.
