The Air Force Research Laboratory is currently looking to fill a DR-1515-02 (GS-12/13 equivalent) position. The primary purpose of this position is to serve as a recognized expert in cost estimating, analysis, and Earned Value Management. AFRL is responsible for executing Air Force strategic development planning and leading operational experimentation to support the SECAF & CSAF in strategic decisions meeting current and future AF needs.
Position Duties include but are not limited to:
- Facilitate and lead time-sensitive projects, analyses, and support.
- Provide technical and cost guidance, advisory support, and assistance.
- Lead work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques.
- Perform a broad range of Cost and operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.

Required Qualifications

- The employee must obtain and maintain the appropriate security clearance for the position.
- This is an APDP position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Business-Cost Estimating (P).This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The selectee will have 24-months to meet APDP requirements or a waiver must be obtained. Applicants for this position must list any acquisition certifications and status as an acquisition corps member in their resume.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties
- Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade level in the Federal service or equivalent in an alternate pay systems.
- Possess a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. -OR- Possess a degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
- This may be a drug testing designated position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

Desired Qualifications
- Desired Master’s/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master’s degree.
- Experience with successfully interfacing/collaborating with business partners across multiple functions outside of financial management.
- Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
- Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations.
- Experience in providing written and oral communications to senior leaders.
- Experience with solving complex issues which span multiple internal and external organizations.
