Job Description

  • The GBV Analyst is responsible for providing technical assistance and strategic support for quality GBV interventions as outlined in the UNFPA GBV Operational Plan, Flourish. The position will directly support the implementation of the Making All Spaces Safe global programme on technology-facilitated GBV (TF GBV). It will also be responsible for strengthening the linkages between GBV and SRH, including a focus on programming to end reproductive violence and its intersection with technology.
  • The position will require a high level of coordination with UNFPA’s Gender, Rights and Inclusion Branch, Regional and Country offices. It will also require coordination across UN agencies, donors and member States.
  • The GBV Analyst will report directly to the Programme Adviser, Gender Based Violence, within the Gender, Rights and Inclusion Branch, Programme Division, a new structure that will become effective 1 August 2024.

Job Purpose:

  • The GBV Analyst will support the Gender, Rights and Inclusion Branch, Programme Division in strengthening global UNFPA capacity to respond and prevent all forms of GBV, with a focus on technology-facilitated gender-based violence. The position will support coordination and implementation of global components of the Making All Spaces Safe, a global UNFPA programme to address technology-facilitated GBV globally and in two countries. The GBV Analyst will work directly with country and regional offices to develop, implement and monitor activities and interventions under the global programme and will offer technical assistance to country offices as required. The GBV Analyst will also support development and implementation of the global components of the project.
  • The GBV Analyst will be responsible for the development of technical products and capacity strengthening activities on TF GBV, as well as oversee advocacy efforts, and support the development, and evaluation of GBV policies and programming, knowledge management and resource mobilization.
  • The GBV Analyst will also be the focal point for GBV/SRH integration, including reproductive violence.

The GBV Analyst will be responsible for:

Strategic Results Support

  • Provide technical support to expand UNFPA’s leadership in quality GBV interventions, in particular in measuring, identifying, responding and preventing TF GBV and reproductive violence;
  • Support the coordination and implementation of the Making All Spaces Safe global programme to address TF GBV. This includes providing direct technical support to country offices, and support for global activities, in particular those related to global and national response mechanisms to TF GBV and TF GBV community prevention.
  • Support coordination and convening role of UNFPA across GBV fora, both internal and external, with a focus on convening actors in the TF GBV and digital rights space;
  • Support the dissemination, implementation and monitoring of the UNFPA GBV Operational Plan, Flourish;
  • Support global advocacy, strategic positioning and visibility around key areas of work, in particular TF GBV and reproductive violence;
  • Engage in resource mobilization initiatives, proposals, communication and reports to donors to support UNFPA’s GBV programming.

Capacity Development

  • Support strengthening UNFPA capacity to understand, prevent and address all forms of GBV, with a focus on TF GBV.
  • Engage with country teams and relevant country, regional and global stakeholders in strengthening the coordination and quality of implementation of GBV interventions, including on TF GBV;
  • Support programme staff and strengthen their capacity to adopt and use results-based management, planning and reporting techniques and tools.
  • Facilitate adaptation of TF GBV measures, prevention and response programmes for regions and countries.
  • Monitor and support the management of the implementation of Making All Spaces Safe, including monitoring risks and progress, and provide support to country teams in achieving and documenting results.
  • Evidence, Knowledge Development & Dissemination
  • Manage communication activities related to GBV and TF GBV interventions, including updating and informing staff at HQ, regional and country levels on knowledge products and newly created tools and resources
  • Coordinate the documentation and sharing of technical resources and promising practices through establishment of knowledge management platforms and communities of practice
  • Review TF GBV interventions from regional and country offices, synthesize evidence, and curate materials for shared learning platforms;
  • Undertake the organization of technical workshops, webinars, inter-agency meetings, panel discussions, roundtables, working groups and other events
  • Provide technical review and quality assurance for training curricula, tools, and products developed relating to multisectoral TF GBV response
  • Contribute to the research, development, and presentation of analytical reports, research papers, briefing notes, background papers, summaries, correspondence on issues related to TF GBV and the intersection of GBV and SRHR
  • Provide technical support at country, regional and global level for the development and improvement of TF GBV interventions and interventions that integrate GBV and SRHR.
  • Participate in inter-agency fora and inter-agency capacity-building activities on GBV, including intersectional issues, as needed
  • Carry out any other duties as may be required by the branch leadership.

Qualifications and Experience:
Education:

  • Advanced university degree (Masters degree or higher) in social work, gender, public health, international development, or other related discipline.

Knowledge and Experience:

  • 2 years of increasingly responsible professional work experience in supporting GBV and/or SRHR technical strategy, research or programming;
  • Experience in developing technical papers, guidelines, training materials, assessments, and tools for GBV interventions
  • Experience and knowledge of TF GBV programmes and interventions
  • Excellent knowledge and understanding of international GBV guidelines and resources
  • Proven communications and interpersonal skills, IT literacy, and organizational skills
  • Strong track record of technical leadership, and proven ability to produce demonstrable results
  • Familiarity with UN systems and procedures, management and monitoring tools is desirable

Languages:

  • Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
