Targeting Strategies for Youth – Jiinue Growth Program at DT Global

About The Program

  • The Jiinue Growth Program (“JGP” or the “Program”) seeks to address the funding gap for MSMEs in Kenya by pairing financial support with well-tailored technical assistance and a hands-on coordination strategy between various partners in the ecosystem. Therefore, JGP is implementing interventions on access to finance, business skills training, and more, bundled with relevant technical assistance and purposeful learning and adaptation. To aid loan application, assessment, disbursement, and collection, JGP will host a loan origination and servicing platform to facilitate the allocation of short- and medium-term finance and appropriate technical assistance to Kenya’s young women, men, and qualified enterprises.
  • The partnership in delivering these interventions reflects an assessment of project needs and involves partners to address them. Three financial intermediaries (Powered by People, Grassroots Business Fund, and 4G) will lead in financial disbursements and pre- and post-financial access technical assistance to the 229,500 enterprises segmented by sector and size. JGP recognizes the need to carefully reach, onboard, and follow the progress of these MSMEs. Therefore, three Business Membership Organizations are brought on board as pipeline partners. The project governance and implementation will be managed by the Grassroots Business Fund with implementation support from DT Global.

About The Opportunity
DT Global is seeking expressions of interest from consultancy firms or individual consultants with a proven track record of creating sustainable impact for the marginalized young people, supported by evidence. The objectives of the assignment are to:

  • Conduct a comprehensive assessment, including primary research and a literature review centered on Kenya, to identify priority needs, constraints, best practices, and evidence-based strategies for youth entrepreneurship, as well as lessons learned from similar initiatives which were not successful.
  • Develop a comprehensive youth targeting strategy document detailing the approach, channels, and messaging for effectively reaching the target audience of youth entrepreneurs.
  • Recommend specific intervention areas with a high probability of success, based on best practices and evidence.

Required Expertise and Qualifications

  • Proven track record of creating sustainable impact for the marginalized young people, supported by evidence.
  • Strong understanding of Kenyan youth and their sectors of focus.
  • Practical understanding of SME business operations, competitiveness, and a realistic view of the types of businesses that have future growth potential.
  • Ability to develop tailored strategies targeting the youth.
  • Proven expertise in research assignments and engagements with the marginalized young men and women.
  • Strong facilitation and presentation skills, with the ability to engage diverse audiences, including youth.
  • Excellent communication skills in English, both written and spoken.
