Qualifications/special skills

  • An advanced academic degree (Master’s degree) in finance, economy, management, sustainable development, nature protection, environmental accounting, or a similar field is required.
  • For the position advertised, 10 years’ work experience in the field of cross-sectoral financial analysis is highly desirable.
  • Familiarity with environmental financing is required.
  • Experience in working in a diverse project team is desirable.  Working experience in or with governmental institutions is desirable.
Responsibilities

The National Finance Consultant will be responsible for the following:

  • Conducting a biodiversity expenditure review, which assesses spending related to biodiversity across all sectors (e.g., energy, transport, infrastructure, agriculture, forestry, fisheries, extractive industries).
  • Reviewing biodiversity-harmful subsidies and analyze existing finance mechanisms, including why they are not working, and identify key constraints and obstacles.
  • Generating costing projections of new and updated KMGBF activities, calculate national financing gaps.
  • Developing a nature and biodiversity protection finance plan, taking into consideration domestic resource mobilization and additional projections to fill the finance gap, including a clear monitoring system for reporting on finance.
  • Drafting the relevant chapters of the updated NBSAP. Providing inputs to the updated NBSAP summary 1) for policy makers and 2) for public dissemination.   The National Finance Consultant will work in collaboration with the other consultants engaged under (Name of Country)’s Early Action Support project.
