Job Description
Manager, ICT Job at Tourism Fund (TF)
This job provides strategic leadership in policy formulation for incorporation of ICT best practice in Tourism Fund. The job maps the business needs of the organization in relation to Information Communication and Technology and aligns them to the strategic objectives of the fund and its operations for effective information technology management in the organization.
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities:
- Oversees the preparation of strategic, business continuity plans and operational plans for the ICT department to ensure all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of short- and long-term goals of the fund.
- Manages and provides oversight for the implementation of an ICT security strategy and disaster recovery plan that minimizes the risk of data loss and breach of privacy of the organization’s information and that of its prime contractor and other managing agents.
- Spearheads the sourcing strategy to ensure appropriate procedures are in place to select equipment and services vendors.
- Guides ICT systems to ensure that they are in compliance with all statutory and regulatory requirements by undertaking periodic review of ICT systems requirements as prescribed.
- Leads preparation of ICT department status reports to guide the senior management in decision making.
- Oversees the development of ICT departmental work plan to guide on the day to day operations of the department and conduct staff performance evaluation to ensure timely execution of tasks and achievement of the set targets.
- Leads policy reviews and updates existing regulations on computing management including drawing of specifications for ICT services and system projects;
- Oversees implementation of ICT systems and staff performance Contracts;
- Approves technical specifications for all ICT equipment; ensuring standards for Voice, Radio, Video and Data communications/IT networks for all offices/stations of the Fund;
- Guides formulation of ICT systems design standards and ensures that they are adhered to;
- Supervises and provides guidance to procured ICT consultants, implementers and suppliers;
- Manages human, financial and material resources assigned to the department;
- Provides advisory functions to top management on all matters relating to the implementation ICT systems and infrastructure;
- Guides the development of procedures on the distribution and issuance of ICT resources;
- Guides the development and review of ICT innovation and Enterprise Master Plan;
- Steers designing and implementing effective ICT innovations frameworks and platforms that foster successful outcomes;
- Collaborates with the local and international innovations hubs towards successful ICT innovation in the Tourism sector;
- Coordinates carrying out annual systems audit to ascertain the level of technology adoption at the Fund;
- Guides monitoring and evaluation on the status of ICT innovation and enterprise in the organization and the Tourism Ministry.
- Oversees and reviews the Funds ICT Capacity Building Masterplan and strategy; and
- Leads the development of frameworks, platforms and tools to facilitate the achievement of an appropriate level of ICT competence by the funds staff.
Operational Responsibilities / Tasks:
- Ensures that all Tourism Funds are equipped with sufficient cybersecurity knowledge to be protected while working with ICTs
- Motivates, mentors, coaches and develops a successful ICT compliant workforce;
- Ensures benchmarking with latest ICT Authority/International IT Governance Standards and international standards (ITIL, COBIT etc)
- Collects and disseminates relevant digital data and information to facilitate ICT Innovations;
- Implementation of business continuity and disaster recovery plan for ICT functions;
- Maintains inter departmental collaborations within the organization for harmonious work relations;
- Coordinates yearly projections of staff distribution and assignments in the ICT department to ensure efficiency;
- Analyses, develops and implement the training needs of the staff in the department.
- Conducts staff appraisal though Balanced score card; and
- Ensures monitoring and evaluation of the Maintenance & repair of ICT equipment’s.
Job Dimensions:
Financial Responsibility:
The job has a financial responsibility of approximately Kshs. 200M annually for departmental budget on ICT.
Responsibility for Physical Assets:
Responsible for physical assets & equipment assigned to the department by the organization which include Datacentre, Servers, laptops, Computers, printers, furniture etc.

Job Competencies (Knowledge, Experience and Attributes / Skills):
Academic Qualifications:
- Masters degree from a recognized university in Information Science, Information Communication and Technology or any other relevant, related and equivalent qualifications
- Bachelors degree from a recognized university in Computer Science, Information Science, Information Communication and Technology or any other relevant, related and equivalent qualifications;
Professional Qualifications / Membership to professional bodies:
- SAP Advance Business Applications Programming (ABAP/4);
- Member of the Computer Society of Kenya;
- A Management Course lasting not less than four (4) weeks from a recognized institution;
Previous relevant work experience required: At least ten (10) years relevant work experience five (5) of which must be in management in the public service or private sector

Officers in Grade TF 03 shall be appointed on a contract of five (5) years renewable subject to performance
